More companies offering flexi-work arrangements, leave benefits: MOM survey

SINGAPORE: More firms in Singapore are providing ad-hoc flexible work arrangements and leave benefits to help their employees with personal and family commitments, the Ministry of Manpower (MOM) said on Monday (Nov 21), citing the results of its latest Conditions of Employment survey.

 

The proportion of firms which provided unplanned time-off or ad-hoc tele-working for their employees rose from 70 per cent in 2015 to 77 per cent this year. These firms employ 82 per cent of all employees, up from 76 per cent in 2015.

 

The proportion of employees working in firms which offered at least one formal flexi-work arrangement also rose from 65 per cent in 2015 to 67 per cent this year, even though the proportion of such firms was unchanged.

 

Common forms of flexi-work arrangements include giving workers unplanned time-off (75 per cent of firms), allowing them to work part-time (35 per cent) and report earlier or later for work (23 per cent).

 

The proportion of full-time employees who had at least 15 days of paid annual leave was 45 per cent this year, up from 42 per cent in 2014. Management staff and executives continued to have more days of leave compared to rank-and-file employees, MOM said.

 

The survey also found that more employers were going beyond statutory requirements in leave benefits to help their employees cope with personal and family commitments. These benefits include compassionate leave (92 per cent of firms), marriage leave (74 per cent) and study or examination leave (40 per cent).

 

The proportion of full-time employees on a five-day work week rose to 48 per cent, up from 46 per cent in 2014 and 43 per cent a decade ago.

However, this was due to a higher number of management staff and executives being on a five-day work week, MOM said, adding that rank-and-file employees were still mostly on a longer work-week and shift work.

 

Companies that offered more formal flexi-work arrangements, had more employees on a five-day work week and more annual leave saw lower resignation rates, the ministry said, citing data from firms.
